Rev. Charles Evan, Sr., President

Rev. Evans received a bachelor’s degree in pharmacy from Florida A&M University (FAMU) in 1982 and has been a licensed, practicing pharmacist since that time. After Rev. Evans attended and graduated from Madison County public schools, he served in the US Air Force before attending college at FAMU. He has also been a minister since 1978 and pastor of Mt. Zion A.M.E. Church in Madison, Florida since 1999. Rev. Evans regularly participates in community health fairs, health workshops, bible studies and counseling for residents of Madison County. He has held leadership positions in a number of professional and community-based organizations and has received numerous awards and recognition for his public service efforts.

Dr. Ulysses S. Glee, Jr., First Vice Chairperson

Dr. Glee’s educational background includes a bachelors degree, masters degree, and doctorate degree in agricultural education and animal science-related fields. He holds a Ph.D. from the University of Maryland with a concentration in Agricultural and Extension Education and Administration. He has more than 40 years managerial experience. For 10 years, he served as Chief, Office of Postsecondary Education Research and Assistance, District of Columbia Government. He has held leadership positions in a number of professional and community-based organizations and has received numerous awards and recognition for his public service efforts. Dr. Glee was born and raised in Madison, Florida. He was educated in the Madison County public school system and still has strong ties to the area.

Roderick Williams, Treasurer

Mr. Williams has a bachelors degree in Criminal Justice and a Minor in Chemistry from Florida A&M University. He has more than a decade of experience working with youth and youth related programs in Madison County. As a juvenile counselor for Greenville Hills Academy, Greenville, FL, he was responsible for implementing their Behavior Management System which included conducting individual and group counseling sessions, anger management and pro-social skills training, crisis intervention counseling, and overall case management which include coordinating educational, vocational, family, and medical services for residents. He served as a Middle School and High School teacher in Madison County schools and also served as Head Coach Varsity Basketball for three years and Assistant Coach Varsity Football for the past eight years at Madison County High School. He has been a member of the Arena Football League’s Tampa Bay Storm since 1999. His training/certifications include: HIV/AIDS Education; Clinical Documentation; Crisis Intervention Skills; Anger Management ; Infection Control; and Suicide Prevention.

LaKay Evans, Secretary

Ms. Evans received a bachelors degree in elementary education from the Florida International University in Miami, Florida. She participated in a special certificate program between Florida International University and the Department of Education, “Focus for our Children in Urban Settings” for Minority Educators”. The program was designed to help educators identify and learn to teach different learning styles of children and to teach educators how to deal with different issues that children face that may impact their ability to learn, such as poverty, disease, and poor home environments. Ms. Evans was also an educational trainer for the School Board of Broward County, where she taught both teachers and students as part of the “EL-STAR” program. The EL-STAR program was designed to teach kids about different reading strategies to help them succeed with reading, retention, and comprehension of information. Ms. Evans currently serves as an elementary school teacher at the Madison County Central School and was the primary organizer for their first annual “Career Day” in December 2005, which attracted more than 40 adults back to the school to share information regarding careers and academic preparation with students.

Dr. Leon Brooks, Board of Directors

Dr. Leon Brooks has served as Extension Educator, 4-H & County Extension Director (CED) College of Agriculture & Natural Resource University of Maryland Cooperative Extension (MCE) for Prince George’s County, Maryland since November 1997. He has more than 30 years managerial experience in related fields such as agriculture, Community Resource Development, and occupational orientation, with both adult and youth groups. He has also served as an Interim CED, as a 4-H Agent, and Occupational Orientation Instructor. Dr. Brook’s educational background includes a bachelors degree, masters degree, and doctorate degree in agricultural and vocational education-related fields, including a Ph.D. in Adult & Continuing Education from the University of Maryland at College Park. Dr. Brooks was physically located in Madison Florida from 1974-1979, when he served as a County Extension Agent, 4-H, Agriculture & Community Resource Development with Florida Cooperative Extension Service.

Jerome Wyche, Director

Mr. Wyche has proven skills and experience in program administration and development, supervision and management, occupational safety and marketing obtained in several fields, including security/police operations, corrections, health, and education. He currently serves as Director, Recreation, Corrections Corporation of America, Lake City Florida Corrections Facility, where he oversees a population of almost 900 inmates and also serves as an Instructor for Non-Violent Physical Crisis Intervention.  In the health field, he serves as an Independent Consultant for the Health Promotion Program Initiative and Council of Church-Based Health Programs. In the educational field, he served as Florida Based National Accounts Representative, ABS School Services, Phoenix, AZ and as Past Director, Learn and Serve Grant, Madison County School District. He retired from the United States Air Force with honors but during his tenure served as Superintendent, Security Police Squadron, Security Police Operations, and Superintendent, Quality Control where he supervised and managed 175+ law enforcement and security personnel. He is also a Retired Teacher/Administrator with the Phoenix Union High School District in Phoenix, AZ where he served as a Certified Vocational Teacher.

Hattie Alexander, Director

Hattie Alexander received a bachelor’s degree in pharmacy from Florida A&M University (FAMU) and has been a licensed, practicing pharmacist since that time. Since attending and graduating from Madison County public schools more than 30 years ago, Mrs. Alexander has lived in several cities throughout the state of Florida and currently resides in Orange Park, Florida. She is a frequently requested health educator and regularly participates in community health fairs and health workshops on behalf of community-based organizations and her employer. She has held leadership positions in a number of professional and community-based organizations and has received numerous awards and recognition for her public service efforts.
